The investigation was administrative in nature, not criminal, and no type of sanction is recommended in the Tentative Report, which has been forwarded to the Department of Defense and the Chief of Naval Operations for their review and recommendations, if any. A copy of the report, which is labeled “unclassified,” was independently obtained by The Providence Journal.
